Malaysia Deploys More AI Tools for Smarter Anti-Corruption

Malaysia’s anti-corruption agency is widening its use of data analytics and digital systems, along with automated analysis tools, as it works to strengthen investigations and spot corruption risks earlier. Datuk Seri Abd Halim Aman, chief commissioner of the Malaysian Anti-Corruption Commission (MACC), said technology adoption is one of five priorities guiding the agency, alongside integrity, fair enforcement, proactive prevention and public trust.

From Reports to Intelligence-Led Cases

The new tools are being introduced alongside MACC’s wider use of Intelligence-Based Investigation, known as IBI. The method reduces the agency’s reliance on complaints or formal reports to open a case. Abd Halim said the commission wants to detect and uncover corruption earlier and act before cases escalate.

The approach is not new. Former chief commissioner Tan Sri Azam Baki said in 2025 that MACC had adopted IBI techniques, particularly for complex and high-profile cases. The process includes identifying potential subjects and recovering misappropriated assets. Training material from the Malaysian Anti-Corruption Academy (MACA) describes IBI as the systematic collection and analysis of intelligence to identify patterns, anomalies and corruption risks.

Abd Halim said combining data analytics and digital systems lets investigators process large volumes of information more quickly. The tools help identify anomalies, trace financial flows and detect links that are hard to find with conventional methods. In July, he said these technologies would be used more widely across intelligence, investigations, digital forensics, prosecution and organisational management.

He added that past investigations into 1MDB and SRC International built MACC’s expertise in financial forensics, cross-border inquiries and asset recovery.

Where the Commission Is Focusing

MACC has named four areas of operational focus for 2026: government procurement, enforcement agencies, public funds and special allocations, and government revenue.

Between January and August 31, the commission received 5,239 reports and opened 842 investigation papers, leading to 803 arrests. The cases included 352 involving the receipt of bribes, 278 involving false claims and 78 involving the offering of bribes. From January to July 31, MACC also recorded RM55.3 million through forfeitures, compounds, settlements, asset freezes and seizures.

Data Access and Governance

Data quality is part of Malaysia’s broader framework for public-sector adoption of such tools. Government guidelines list it among the requirements agencies must address, along with digital infrastructure, talent development, leadership support and change management. The guidelines do not say MACC has problems with its data.

Malaysia has also set up a framework for sharing data between federal agencies. The Data Sharing Act 2025, or Act 864, came into force on April 28, 2025, and gives public bodies legal authority to exchange data under defined rules. Agencies requesting data must state what information they need, why, which agencies supply and receive it, and how it will be stored, used, archived and destroyed. Third-party technology providers handling shared data need prior written consent from the supplying agency and remain bound by security and confidentiality requirements.

The government also runs the Malaysian Government Central Data Exchange, or MyGDX, which lets agencies exchange information through application programming interfaces. Data is referenced directly from its original authoritative source, and the catalogue covers procurement, companies, population, land, employment, vehicles and public administration. MyGDX 2.0 uses identity verification, digital certificates and encrypted connections for access and security. There is no public evidence that MACC’s systems are directly connected to MyGDX.

Strict Rules for Law Enforcement

Under the Public Sector AI Adoption Guidelines issued by the Digital Government Department (JDN), applications are sorted into prohibited, high, limited and minimal-risk categories. Law enforcement falls into the high-risk group and faces stricter controls. Agencies must address data privacy, security, transparency, accountability, fairness and system reliability. The framework does not detail the specific models or analytical systems MACC uses.

Building Skills, Keeping People in Charge

MACC is also developing staff skills. In July, its academy held a five-day advanced programme for 13 officers covering information and document management, data analysis and report preparation. That complements existing IBI courses on intelligence assessment, data analysis and identifying information that can support a case.

Government statements in 2026 said that when such tools are used in higher-impact public functions, they should support analysis while final decisions remain with authorised officials. MACC has not said that automated systems will independently decide whether a person becomes the subject of an investigation. Its public description presents the tools as aids that help investigators process information, flag anomalies, trace money and detect relationships in available data.

What to Watch

The key questions now are practical. How quickly will earlier detection turn into completed cases? Will the focus areas, especially procurement and public funds, show results in coming reports? And how openly will MACC explain its safeguards for privacy, fairness and accountability? Abd Halim said the commission’s use of technology is meant to improve efficiency and transparency in investigations. Public trust, one of the agency’s five priorities, will depend on how well those promises are kept.
